(Member) TI - Central Luzon river basin authority : : an institution towards flood-proofing Pampanga river basin KW - Flood control KW - Philippines KW - Pampanga KW - Flood control project KW - Pampanga River Basin KW - Central Luzon River Basin N1 - Public Management and Development Program N2 - Amidst the continuing losses experienced in the Pampanga River Basin due to regular flooding events despite the relatively high public investments in flood control measures, and the recognition of multi-sector factors contributing to the flood-related economic losses and clamor for a review of the institutional arrangements currently adopted for flood control and management, this paper examines three alternative institutional arrangements that may be adopted. The paper recommends the establishment of the Central Luzon River Basin Authority through legislation following the experience of Laguna Lake Development Authority to ensure continuous operations accross changes in political leaderships in the local and national setting. The proposed authority shall be integrated into the structure of the NEDA Board at the national level. It shall have three distinct bodies, the first being the Board which shall be chaired by the DPWH Secretary and membership which is multi-sectoral in composition. It shall have an Ex-Officio members from national government agencies that have mandates and functions related to water resources management, flood control and disaster risk reduction, and the Provincial governments that have jurisdiction over the basin areas. The other proposed members of the Board of the Authority are representatives from the private sector, academe, and civil society. The Board shall appoint a river basin administrator who shall head the coordinating office for the implementing arms which shall be the concerned national government agencies and local government units. The Authority shall establish and administer a Flood Management Fund to be sourced from the national government's regular flood control allocations and supplemented by provincial government shares sourced from their implementation of an economic instrument to be authorized by the enabling law.
