Public Management Development Program

The Nurse Corps (NC) is a branch of the Armed Forces of the Philippine whose mission is to deliver safe and quality nursing care to military personnel, their dependents and authorized civilians. The military Nursing Practice is not only confined to the hospital setting. Due to its multi-facet functions, the NC, AFP gives premium to the procurement of its members. In mid- 1990 until 2011, there is a decline in the average passing rate of the Nursing Licensure Examination. This decline questioned the quality of nursing education in the Philippines. In response to this, the NC, AFP created the Mentoring Program in 2008 to help develop the competency of P2LTs in the nrusing practice. However, need of policy to serve as guideline caused deficiencies that compromised its effectiveness. Deficiencies observed include: the need of a structured training program, absence of monitoring and evaluation system, need of P2LTs' adherence to military protocol and discipline, need of feedback mechanism to evaluate its effectiveness and relevance, and need to define the roles and responsibilities. The Re- Entry Project answers this performance gap, which focuses on the competency and adaptability of P2LTs. The outcome is the enhancement of the delivery of the NC mission by providing high quality and safe nursing care to its personnel, thus preserving the fighting forces of the AFP. Adopting the mentoring approach in training the P2LT is a new concept to the Nurse Corps. Hence, collaboration among its members in different levels of the organization is necessary. There are four major outputs: Structured NC, AFP Mentoring Program; Structured Training for Mentors; Monitoring and Evaluation System; and a policy that institutionalizes the program (with the initial three major outputs as components). With the time element of implementation, the ReP's focus of execution is the training design for the NC, AFP Mentoring Program and its evaluation tools. In developing the training design, the methodology used was the "Analyze, Design, Develop, Conduct, and Validate Framework." The deliverables are Training Needs Analysis, Instructional Design and Training Development (curriculum), and evaluation tools. In the Training Need Analysis, it reiterated the need for management and training inventions. All the identified needs and objectives of the NC, AFP Mentoring Program were reflected in the training specification and curriculum. Defined in the training design are: program description, location, participants, duration, objectives, pre- requisites for P2LTs/mentoring/instructors/evaluators, and locus of responsibilities. The curriculum was well- defined in terms of objectives, activities, methodologies and materials. The initial draft of the evaluation tools for the P2LTs, subject and instructors, program and training design are completed for deliberation and approval.
