This Re-Entry Project (ReP) aims to address the inadequacy of the Inter-Agency Council on Violence against Woman and their Children (IACVAWC) to proactively respond to VAWC-related complaints according to the IRR of RA 9262. To remedy this gap, a set of interventions consisting of a resolution adopting the Enhanced TOR of IACVAWC, including TORs of the Council Chairperson, Co-Chairperson, Member Agencies, and Secretariat; resolution reiterating the role of the IACVAWC in responding to VAWC complaints; and the development of an IACVAWC website was implemented. Proposed interventions will address the gap in three ways: 1) by enforcing the directing function of the member agencies as pat of their commitments in the IACVAWC; 2) by enabling the Council to act on VAWC complaints and enforcing this role through a resolution; and 3) by increasing the awareness of the general public on VAWC, remedies under the law and that VAWC complaints can be elevated to the Council for their action. The ReP aims to contribute to the "full implementation of RA 9262 and RA 9710 to protect and promote the rights [of women] as vulnerable groups" (PDP Sectoral Strategy) and address the MCW provision of "enhanced policies, programs, facilities and services to ensure protection of women against all forms of violence" (MCW Sec. 12; W-EDGE) towards the prevention and elimination of all forms of violence against women and girls (BPfA, CEDAW, DEVAW). At the end of the three-month REP implementation, the following deliverables were achieved: 1) enhanced TOR of the IACVAWC; 2) draft resolution adopting the enhanced TOR; 3) draft complaint mechanism to be adopted through a resolution; 4) draft organizational structure of the IACVAWC Secretariat; and 5) IACVAWC website prototype. Other activities that have not been completed and broad interventions related to the REP are considered for further action and study. These are as follows: 1) continuous enhancement of the website prototype; 2) fine-tuning of the complaint mechanism; 3) development of a VAW Referral and Monitoring System at the national level; 4) adoption of the Enhanced TOR through an IACVAWC Resolution; 5) follow-up with DBM on PCW's revised budget proposal for the IACVAWC Secretariat's organizational structure; 6) participation in technical discussions amending RA 9262; 7) enhancement of the Directory of NGO Partners; 8) review of frontline services of IACVAWC member agencies; 9) partnership with CHR on responding to VAWC complaints; and 10) integration of VAW as a fous area in the draft Performance Management Framework.
