(Institutional Partner) TI - Enhancing the Real Estate Appraisal Valuation Process through the Use of GPS Receivers and Adoption of Geographical Mapping System KW - Real estate KW - Valuation KW - Housing KW - Philippines N1 - Public Management Development Program N2 - The evaluation made on the performance of the Collateral Verification and Appraisal Division (CVAD) of the National Home Mortgage Finance Corporation (NHMFC) shows that the slow pace in processing appraisal request contributes to slow transaction process of NHMFC housing programs. This shortfall in the performance of CVAD is manifested by the building up of appraisal requests brought about by delays in the appraisal report generation. This has, in effect, attributed to the low turnout of approved sales of acquired assets and mortgage rights, and low asset for securitization of the NHMFC. The foregoing prompted the introduction of this re-entry project that would properly address this underperformance by enhancing the real estate appraisal valuation process through the use of GPS receivers in the conduct of ocular inspection and appraisal requests for completeness of supporting documents through a checklist of requirements template to prevent delays in report generation. This re-entry project aims to reduce the duration of processing appraisal requests that would contribute to decreasing the backlog of such requests. Through this project, it would promote fast processing of transactions of the NHMFC housing programs that would eventually lead to an increase in the availability of funds for housing loans. As a result, more Filipino people will be able to benefit from the programs of the NHMFC through a sustainable housing finance that would support the fast acquisition of housing units of Filipinos. Three outputs were 100% accomplished at the end of the implementation period: a template for checklist of requirements prior to inspection and appraisal, the use of GPS receivers in the conduct of inspection and appraisal, and the NHMFC Geographical Mapping System piloting at least fifty accounts located in Caloocan City. All these outputs are geared towards reducing the processing time of appraisal requests that would promote fast transaction process of housing programs of the NHMFC.
