(Program Representative) TI - PDEA drug prevention education program : : the Barangay Sangandaan, Quezon City project KW - Drug abuse KW - Study and teaching--Barangay Sangandaan, Quezon City N1 - Public Management Development Program N2 - The PDEA, as the Philippine lead agency in the fight against illegal drugs, employs two approaches in addressing the drug problem in the country: supply reduction and demand reduction strategies. Supply reduction strategy is comprised of anti-drug operation and related actions while the demand reduction strategy gives equal importance to the prevention of drug abuse through advocacy efforts. However, the efforts of the Agency in educating the community, particularly, the youth on the ill-defects of drug demands rejuvenation in view of the absence of purposive demand reduction activities. In order therefore for the Agency to obtain its immediate objective to reduce the demand for illegal drugs and in the long run attain a community free from illegal drugs, it must intensify its demand reduction efforts. Thus, a project directed to intensify the youth-focused preventive education program of the Agency was proposed and implemented. The project aims to contribute in reinforcing the government programs and measures that prevent or delay the onset of drug use among the youth thereby protecting the healthy development of the youth of the country. The desired outcome of the ReP is to establish a model for drug prevention program that can be replicated by the PDEA throughout the country keeping in mind the impact that it aims to achieve - to prevent or delay the onset of drug use among the youth. Apart from the model, the following are the deliverables within the three months period of implementation: b. The conduct of series of workshops to assist the partners in developing formulating, and enforcing their own youth-focused illegal drug use prevention mechanisms/project; c. Agreement between School and Community in the form of MOU to pursue the drug prevention mechanisms to prevent drug use among the school children/youth; d. Barangay resolution enforcing the content of MOU; and e. The implementation of the drug prevention mechanisms/project by the PTCA, School/Barangay Youth Organization and the Barangay Anti-Drug Council. The project satisfies the five ReP characteristics: Citizen-centric The project is citizen-centric since it will be felt by the most basic of the institutions - the family of Juan and Juana. The project is focused on protecting the most vulnerable of the population-children and adolescents- from the ill-effects of illegal drug use through education. As a country with a young demographic profile, the negative impact of this situation has a considerable impact on not only on the community but first and foremost on the family. Therefore, the prevention of delay of drug use among the youth or children will directly benefit the family. It is worthy to mention that the involvement of the parents in this project will enhance family bonding and relationships, not to mention, the parents' parenting skills. Collaborative The project is collaborative as it engages the community in addressing the drug problem. The community is given the opportunity to actively participate in the fight against the illicit drugs since the successful implementation of the project will need the assistance and cooperation of the local DepEd officials, local government units, particularly their established Barangay Anti-Drug Abuse Councils (BADACs) and the community particularly the Parent-Teacher Community Association. Relevant and Innovative The project is aligned with the second key result area of the President's Social Agenda, That is, Human Development and Poverty Reduction, particularly, the goals on recognizing the importance of advancing and protecting the public and increasing social protection and engaging communities in their own development. Through this project, a higher level of awareness on the evils of dangerous drugs is generated among the youth, and in the long run, the vigilance of the community is nurtured. It is innovative as it collectively engages the different stakeholders in the community, not just the teachers, in educating children/youth on the ill-effects of illegal drugs. Compared to other school-based drug prevention education programs, this project aims to combine community interventions, such as family interventions and community mobilizing committees, with the school-based intervention. Visible One of the components of this project is the institutionalization of the scheme within the PDEA. The model of drug prevention education that is created through this project will be template that will be adopted and adapted by all the regional offices of the PDEA in conducting preventive education in their respective areas of responsibilities. While the effect of the project will not be readily seen and felt, as the project is institutionalized, its effect will be seen in the reduction of reported drug use among the youth ER -
