One of the prevailing issues in the country and around the world is the negative effects of the rampant demand for dangerous drugs by drug dependents or drug users, not to mention the interest of unscrupulous individuals who make profit out of the so-called dangerous drugs, who later on become drug pushers and then eventually turn out to be drug lords who take control of the market for the distribution of dangerous drugs in their vicinity. Government officials recognize the need to create anti-drug laws to eliminate and control the proliferation of dangerous drugs, which hamper economic growth and destroy the lives of people involved with it. The need to establish agencies, departments, bureaus, and units by different countries in their juridical territories to create specific organizations that would act as the primary overseer in combating the prevalence of dangerous drugs becomes the primordial and paramount function of the government to address the growing problems concerning dangerous drugs. As such, the Philippine Drug Enforcement Agency (PDEA) is one of the organization that was established to suppress the supply of dangerous drugs. Created in 2002 by Republic Act No. 9165, otherwise known as The Comprehensive Dangerous Drugs Act of 2002, PDEA is mandated to lead the implementation of the said anti-drug law. Further, to strengthen the support mechanism to PDEA, Executive Order No. 218 dated June 18, 2003, mandated the creation of anti-drug task forces from the Philippine National Police, the Bureau of Customs, and the National Bureau of Investigation. With the broad organization in the anti-drug campaign, the government also mandates PDEA to monitor all anti-drug activities of the law enforcement agencies nationwide.
