(Member) TI - Evaluation and analysis of school maintenance and other operating expenses (MOOE) and its implications to school administrators in Region IX : : a review for policy reform KW - Civil Service Commission N1 - Public Management Development Program N2 - The Civil Service Commission is mandated to formulate policies and regulations for the administration and implementation of position classification and compensation, as well as set standards for the establishment and reallocation of pay scales, classes and positions. It also formulates and evaluates programs on the development and retention of competent officials and employees in the government service being the central human resource agency of the Philippine bureaucracy (E.O. 292, Administrative Code, 1987). Hence, in carrying into effect its mandate to conduct trainings, CSC 10 in 2014 has identified the public educators in the elementary and secondary level of our educational system to be recipients of our specialized human resource intervention called Teacher's Enhancement Seminar for Transformation (TEST) for all public elementary and secondary educators/administrators in the entire region. The seminar allows CSC 10 to interact and empathize with them as they continue to do their duty and enjoy their unique privilege of building an enlightened society and a great nation. During the seminar, school administrators/principals have shared their concerns on limited school budget where most of the time principals have to shell out personal money to defray the cost of normal operation of the school. This led the researcher to further study on the school Maintenance and Other Operating Expenses (MOOE) and its implications to the school administrators in Region X purposely to arrive at a policy reform. The study admits certain limitation as the scholar would not have ample time to gather data from other DepEd jurisdictions, hence, the study primarily focuses on DepEd divisions in Region X (Northern Mindanao). The methodology on how this study was accomplished was through the conduct of a survey to document the issue raised during the TEST, conduct interviews with selected superintendents within Northern Mindanao such as DepEd, Divisions of Misamis Oriental, Cagayan de Oro, El Salvador and Camiguin at the same time study secondar data that may be sourced online that would be of great help to complete the paper ER -
