(Program Representative) TI - Elderly leaders delivering resiliency in late years (ELDERLY) KW - Department of Social Welfare and Development N1 - Public Management Development Program N2 - The DSWD's mandate is to implement statutory specialized program such as providing residential care services for individuals and families who are poor, vulnerable and disadvantaged, in crisis situation and whose needs cannot be addresses by their families or by any other alternative family care. Further, the Department aims to alleviate poverty and empower disadvantaged individuals, families and communities to the end that the quality of Filipino life be improved. The Re-Entry Plan (ReP) addressed the protection and participation of older persons to promote active ageing through social protection. The ReP supports for the rights and welfare of senior citizens and their empowerment by mobilizing and establishing a core group the senior citizen residents of the Golden Reception and Action Center for the Elderly and Other Special Needs (GRACES). The ReP interventions started with the screening of senor citizen residents qualified as Core Group of Senior Citizens in the center called the Protective and Participative Committee of Senior Citizens (PPCSC). The PPCSC were capacitated through a series of orientations on the following: a. Roles and responsibilities of the core group, b. Programs and Service of GRACES, c. Dynamics of Older Persons, d. Intergenerational Programs e. Republic Act No. 9994 otherwise known as the Expanded Senior Citizens Act These orientation led to practical application in dealing with their co-residents and different stakeholders that helped them relate and understand each other better. Knowing the programs and services of the center encouraged the PPCSC members to be more confident in orienting their co-residents as well as the visitors. Their participation in understanding the dynamics of their co-residents had realized their compassion with their co-residents and the center. The PPCSC had been the partner of the services in the center such as homelife service in dealing with the distribution of food to the residents, cleaning the cottages, doing the laundry and hanging of clothes while they have been helping the social services in orienting scheduled visitors in the center. Further, letting them experience what a partner should be doing in the center such as administrative work concerns with minimal supervision (i.e. processing their Office of the Senior Citizens Affairs (OSCA)- ID and Philhealth) taught them that they can be considered as partners of the center management. The Lakbay-Aral exposed them to different activities leading them to realize their strengths and weaknesses. They felt and realized that they still have worth and dignity as residents and as citizens ready to contribute to the nation when they visited Anawim Lay Mission Foundation, OSCA-QC, Barangay Bago Bantay Health Center and Reception and Study Center for Children (RSCC). These educational tours made them realized that they can do so much and maximizing themselves is better than doing nothing. Their remaining strengths were used in a more deserved, moral and righteous way. Finally, the workshop, writeshop and the implemenation review that they attended gave the PPCSC member the opportunity to contribute and provide inputs on the enhancement of the manual of operations and as well as the recommended mechanism on how to establish PPCSC in other centers. These experiences gave them the courage and brought self-confidence and self-esteem which they thought had been gone for a long time. Their contribution had greatly enriched the discussions and the content of the manuals on the establishment of core group of senior citizens in the center. Their insights, outputs and experiences has greatly enhanced the Manual of Operation of the Golden Reception and Action Center for the Elderly and Other Special Needs (GRACES) and Training Manual on the Establishment of Core Group of Senior Citizens at GRACES ER -
