(Institutional Partner) TI - Crafting a career pathing policy towards a career development plan for drug enforcement officers (DEOs) of the Philippine Drug Enforcement Agency (PDEA) KW - Philippine Drug Enforcement Agency KW - Career development N1 - Public Management Development Program N2 - Pursuant to RA 9165 or Comprehensive Dangerous Drugs Act of 2002 signed on June 7, 2002 which took effect on July 4, 2002, the Philippine Drug Enforcement Agency (PDEA), under Office of the President, was created. The Agency took the lead in the national anti-drug campaign starting July 30, 2002 with the appointment of its first Director General. Since its establishment, PDEA continue to carry out its mandate and has made significant accomplishments. The quantity of dangerous drugs seized and arrests had increased over the years. However, one and the most important aspect of its operation, the dismantling of clandestine laboratory had declined significantly from the previous years. Clandestine Laboratory is a facility used for the illegal manufacture of any dangerous drug/controlled precursors or essential chemicals. From 2002 to 2012, the least number of dismantled clandestine laboratories is four (4) and the highest is eleven (11) but in 2013, PDEA only dismantled one (1) clandestine laboratory. After careful review, factors such as innovativeness of drug syndicate to evade detections and the agency's inability to keep up with the new trends emerge as the main cause of the problem. Under this cause, are several other root causes and one of which is the lack of policies in terms of career development plan that will enable the PDEA DEOs to focus on certain type of operations like the dismantling of clandestine laboratory. The latter, is also an administrative concern of the agency since there are no policies in place for all PDEA personnel. Thus, this Re-Entry Project Project (ReP) Crafting a Career Pathing Policy Toward a Career Development Plan for Drug Enforcement Officers (DEOs) of the Philippine Drug Enforcement Agency (PDEA) was proposed to address one of the major gaps in the administrative side of PDEA, that is, the absence of career development plan of PDEA DEOs. Without this policy, the DEOs have to multi-tasked and PDEA itself can not produce poll of experts on specific areas like investigations, intelligence operations, and others. As such, PDEA DEOs currently working for PDEA even after a decade do not have specializations focusing on a certain field of expertise. The ReP implementation started with the review of the existing job description of PDEA DEOs so that their career will be realigned to four major paths (Intelligence Officer, Special Investigator, Security Officer and Investigation Agent). The revised job descriptions were tailored fit to give PDEA DEOs focus on the plantilla position they are currently holding and as it moves to a higher rank DEOs will start to acquire managerial skills in preparation to an officer and executive position. After which, the policy for career pathing and development was formulated and drafted. The draft of policy, focused on how the DEOs will go about their career in the agency. Said policy was benchmark from the existing policy of PNP. Further, several consultations and research were made to come-up with the policy fitting for PDEA DEOs ER -
