(Institutional Partner) AU - Domdom, Bobby Jones AU - (Program Representative) TI - Re-architecture of the electronic submission system of third party information of the Bureau of Internal Revenue KW - Bureau of Internal Revenue - Central Office KW - Management information system N1 - Public Management Development Program N2 - The Re-Entry Project entitled Re-architecture of the Electronic Submission System of Third Party Information of the Bureau of Internal Revenue (BIR) is an e-service of the BIR that provides taxpayer a convenient way of paperless filing the required attachments. This project is about enhancing the computer-based system to address the agency concerns/issues encountered on the current process like network congestion-related issue during deadline, delayed response / feedback to taxpayers, dissatisfied clientele, and a very low turnout of compliance to reporting requirements. In order to provide better service to taxpayers, said system needs to be re-architected to be able to achieve (1) faster response time to its clients and improvement on the rate of compliance, (2) efficient processing of data and timely generation of reports, and as a result of these, (3) reduced operational costs for both the taxpayer and the Bureau. In addition to these, BIR management can easily track down taxpayers' compliance and / or performance and can recommend / study further trends. Since data is readily available, timely execution of back-end processing of the Bureau will also be attained. This solution is very important to the BIR because the information submitted is significant in the detection of under-declaration or non-reporting of correct income or sales. The processed information may lead to spot potential registrants in which additional revenue is collected. Also, these will become input or evidence for the issuance of audit notice to possible tax evaders. Whether through an audit result or in increase of taxpayer base, income for the government will increase thus, funds for nation building will be adequate to improve the quality of life of every Filipino. The project aimed to have an efficient and secured one-submission gateway which would improve the design and development of the re-architected system. For the three-month implementation period, the primary aim of the undertaking was to design and develop a prototype of the eSubmission system that will showcase a secured web application. When the project plan was accepted for implementation, the idea of the project was explored and elaborated, creation of the project team was started, and project sponsors and team members including the roles and responsibilities of each team were identified through the creation of a task force / service order. Following these, functional and technical requirements of the system were designed separately by the team members. The documentation of the activities was prepared for further review and presentation to the Project Sponsors. After the development of these requirements, some components were then constructed and tested. The prototype for the re-architected eSubmission was deployed to a test environment where members explored further. The resulting product of the study was presented to the Project Sponsors to seek their support in the immediate procurement of the project. Aside from these activities, the implementation of the ReP also required the scholar to conduct series of meetings and round table discussions to gather and validate information that are needed for the project's deliverables. Several presentations and stakeholder buy-ins were conducted for the successful implementation of the ReP. This showcased her leadership and managerial skills, her knowledge and competencies of the subject, and her ability to manage the challenges experienced in her study. Diverse learning, re-learning and unlearning happened during this period.
