The system of accepting and processing Career Service Examination-Pen and Paper Test (CSE-PPT) examination applications is no longer responsive to the needs and expectations of CSC clients. Personal information of CSE-PPT examination applicants culled from the application forms filled out by the applicants themselves are manually encoded. This is prone to human error. The limitations of the Examination Applicant Processing System also affect the accuracy and reliability of examination data reports. This requires upgrading or technology refresh to meet the changing demands of users/applicants and organization as well making the system available ANYWHERE, ANYTIME, ANYWAY (use of mobile devices, internet and other stuff). Thus, an integral component of Online Application System for the CSE-PPT became the Re-entry Project of the scholar. This system will allow effecient processing of exam applications, effective storage and retrieval of data and automatic generation of accurate examination data and reports. The Examinations, Recruitment and Placement Office (ERPO). as the process owner and project proponent, had been steadfast in its direction of going on-line on the filing and processing of CSE-PPT examination application. While the CSC Regional and Field Offices had expressed high optimism in their readiness for the project, the scholar deemed it essential to prepare the project's Social Preparation Plan (SPP) as the first crucial step prior to implementing the project. It is the scholars ReP deliverable expected within the three-month period. The SPP is intended to assist the Commission by assessing project's key stakeholders and the extent to which their needs and problems are affected by the project and how these are going to be addressed. This will also assist the ERPO, together with the CSC Regional Offices/CSC Field Offices, as the project implementers in setting out the requirements of the projects. The SPP finds relevance in the CSC Integrated Risk Management Guidelines (CIRMG) which wought to embed risk management as an integral part of all CSC core and support processes as well as all HR initiatives and programs. Further, it provides communication strategies to promote the success of the project by outlining the goals of the communication efforts to reach and inform stakeholders and in meeting their information needs relative to the project. The SPP give emphasis to stakeholders profile and their readiness to embrace change, sets out the project priorities in terms of provision of resources needed to implement the project and maintain its effectiveness and efficiency. It also identifies potential problems and presents preventive actions that could be taken to prevent their occurrence in order to attain the objectives of the project. Thus, it is envisioned to serve as inputs to crafting the Concept Design and Terms of Reference as the Project's road map towards the realization of its vision.
