(Program Representative) TI - Unbounded emergency tactical airlift : : empowering the nurse corps officers of the AFP KW - Military Operations, Strategy and Tactics KW - Logistics, Military Facilities and Supplies KW - Airlift, Military KW - Training N1 - Public Management Development Program N2 - This Re-entry Project attempted to address the problem of non-flight nurses in the tactical unit being compelled to accompany aeromedical missions ill-equipped with the proper skills and knowledge to conduct such missions. It sought to provide the best means in capability-building to enhance skills of members of the corps on Emergency Tactical Airlift Care with use of rotary-winged aircraft. Prior to the project implementation, the scholar had informal conversations with key nursing leaders from the Philippine Army, Philippine Navy, Philippine Air Forces and the Armed Forces of the Philippines Medical Center. They all agreed that this was a worthwhile project from which their constituents would greatly benefit from. A survey was also conducted to ascertain what are the current problems encountered by different nurses in the field with regards to tactical aeromedical evacuations. The results of the above cited activities affirm that Emergency Tactical Airlift Care Training (ETACT) should be done regularly. Three deliverables were expected from this Re-entry project, that is: 1) the Program of Instruction (POI) on ETACT; 2) the Pilot Training on ETACT; and 3) a policy on Emergency Tactical Airlift in the Nurse Corps, AFP. The scholar collaborated with LTC Mazzen Abbas US Army, from the Joint Special Operations Task Force-Philippines (JSOTF-P) in Zamboanga City, in the crafting of the Program of Instruction (POI) to focus mainly on Emergency Tactical Airlift Care. Previous similar training conducted by the JSOTF-P, its POI and Training Evaluation, had become basis for reference for the scholar's Pilot Training on ETCAT. LTC ABBAS and CPT OLCHOVIK, a US Army Flight Nurse became instructors and facilitators during the training. Moreover, the POI was subsequently completed and approved. The Office of the Chief Nurse, AFP fully supported this project. Further, the Assitant Chief Nurse for Training and Education, LTC MARILYN O TOLENTINO NC, closely supervised and mentored the scholar ion attending to the details of conducting such major training. Preliminary preparations of the Pilot Training on ETCAT included approval of the POI by the Chief Nurse, AFP; preparation and approval of training budget; and the approval of the Training Directive by no less than the Chief of Staff, AFP. In the AFP, an approved Training Directive usually ensures full cooperation by subordinate units. So, this is one crucial step that the scholar was able to accomplish. The scholar made necessary coordination with the flying units of the PAF like thee 505th Search and Rescue Group and the 205th Tactical Helicopter Wing for the provision of resource speakers and facilitators. Likewise the much needed helicopters for the static loading and unloading of patients and training flights. The Chief Nurses were also regularly updated as to the developments of the training. The scholar completed other needed equipment for training like the mannequins, medical kits and radios from different units int he PA, PAF, PN and AFPMC. A coordinating conference was also conducted for other instructors to ensure smooth flow of training. The ETCAT was successfully conducted last 29 September-03 October 2014 and the scholar served as co-Training Director. There were 60 participants coming from the different medical treatment facilities of the AFP, mostly from Luzon and Visayas. The didactics were done at the Consolidated Mess Hall, Security Escort Group, Camp Aguinaldo, the ETAC topics and training flight at Villamor Air Base and the practical exercises at the GHQ Training Grounds. The final draft of the policy is now being reviewed by the Chief Nurse AFP and for dissemination to the other Chief Nurses. There were plans to elevate the policy further and incorporate the module to future trainings of the Tactical Service Officers Basic Course- Specialization Phase for the nurses. Further, arrangement for fund sharing between agencies like the Philippine National Police and Philippine Coastguard is underway so that their nurses could join future trainings ER -
