The Philippine Statistics Authority (PSA) is the agency responsible for all national censuses and surveys in the country. To constantly develop and improve the existing data collection, it gradually adopts the use of tablets with survey-specific-applications while the census data collection remains as is. This Re-entry Project (ReP) is a paradigm shift from traditional pencil-and-paper to a more advanced method of data gathering. It was conceptualized to streamline the census activities and improve the data collection through ICT resources for faster data delivery to all stakeholders at a reduced cost. Using tablets on face-to-face interview and online survey to gather information from busy people was the method proposed. The three-month ReP implementation period focused on the development of three (3) component programs for prototype online data collection executed in the agency's Systems Development Division (SDD). The system was developed in a manner that only setting of questions and answers is needed to come up with another census/survey wherein programming is no longer necessary. The components of the prototype are still subject to change until such time that a general purpose system is achieved. Improvements will be determined through the application of this project in a census/survey. Making the necessary enhancements will be relatively easy since PSA has its own system developers and is the owner of this project. The cost on data production will be reduced during the initial adoption of this project. Much will be felt on the succeeding census/survey employing "Digitized Household Census Data Collection".
