Public Management Development Program

The ultimate aim of this ReP is to "match the human resource development scheme for local tour guides with the demand of the Thai market to help hasten the growth of the tourist arrivals from Thailand to the Philippines." At the rate the Thai market is growing, there is a clear need to address the shortage of Thai-speaking tour guides to meet market demand. The ReP entitled "Program for the Creation of a Pool of Thai- speaking Tour Guides in the Philippines: is expected to result to the creation of a pool of 12-20 DOT-accredited Thai-speaking tour guides to make the Philippines experience of Thai tourists more exciting and meaningful. It is expected that the ReP will aid the tourism sector in capturing the opportunity of developing the Thai market and will significantly contribute in attaining the department of tourism's ultimate target of 10 million tourist arrivals by the Year 2016. There were three identified interventions implemented under the three month ReP Phase (Phase 1), as follows: 1. Formulated and facilitated the DOT's adoption of the program concept on the "Program for the Creation of a Pool of Thai-speaking Tour Guides in the Philippines." Four outputs were delivered under this intervention a) Operational Project Team, b) Adopted Program Concept, c) Profile of Prospective training Participants, and d)Approved Project Brief on Thai Language Course for DOT- Accredited Tour Guides; 2. Finalized facilitated approval and implemented in advance the Communication Plan; and 3. Finalized and facilitated approval of the Concept Paper for Institutional Linkaging to Create Venues for Thai Language Learning. Following are the selected activities covered by Phase 2 of the program but were carried out in advance during the ReP Phase: 1. Adoption and approval of the Communication Plan and implementation of the first communication activity identified in the plan (i.e. profiling of prospective training participants) ; and 2. Invitation and screening of Thai-speaking participants in the Tour Guiding Training in July 2014. The success of the Program will depend on the continued implementation of "For Further Action" activities in the action plan. The ReP may then be replicated and used as a template for DOT's other opportunity market development approaches.
