N2 - The Re-Entry had its sight on very simple yet pervasive problem in the Bureau of Immigration the lack of "in service training" to address the competency gaps of the personnel of the Bureau. Simple because to most people's mind the solution evident. providing the trainings, but deeper look at the context of the problem will show that it is not the ,ere "absence" of inservice training but more of the "inability" or incapacity" on the part of the Bureau to provide the necessary training. An analysis of the organization revels that the units it has established to address this problem were not properly structured were without clear mandates, and were not properly designed to ensure alignment of their respective programs. The project then analyzed existing structures of these units and designed a restructuring plan which would not only provide a clearer by the project were the center for training and research (CTR) which now primarily handles the training programs of the Bureau, and the Philippine Immigration Academy (PIA) which previously was also tasked with the same mandate but, through time, has lost its programs and functions. The project also provided the personnel assigned to these units and the necessary learning and development interventions, to capacitate them properly handle their mandated functions under the new structures. As a result, the CTR and the PIA are now merged, from a mere center, the CTR will now be converted to a fully operational section to handle human resource development for the Bureau and is now re-named Resource Enhancement Support and Training Section (Rest Section). This is new section was transferred from the Commissioner's Office to the Administrative Division to allow it to work closely and align its programs with the Personnel section which As a result of the project, now only handles human resource management functions. The PIA, on the other hand is now called the Bureau of Immigration Learning and Development Center (BUILD Center) and is now the official training venue of the REST section.
