Sablan, Benguet is a low-income, mountainous municipality in the Cordillera Region, Philippines, with a health system performing modestly but unsustainability in health indicators. This situation exists in the background of a strong people's organization (PO) sector. Inspired by case studies showing sustainable socio-economic development through PO participation, this study investigated the extent of the PO sector, the roles POs play in activities held by the local government unit (KGU) and the level of participation therein, and which of these activities best contribute to efforts in achieving socio-economic development in the context of health. Data from a document review and observer impressions were processed using tools based on concepts of stakeholder roles, participation levels, and targets adapted from health-related Millennium Development Goals (MDGs). The findings show a well-distributed PO sector in Sablan able to carry out important stakeholder roles, but only at the level of "consultation". Activities found to be most contributory to the effort of achieving socio-economic development as measured by health-related MDGs are capacity-building activities, through family development sessions and training workshops. It is recommended that policy-makers strengthen these activities to empower POs and enable them to perform stakeholder roles at a higher level of participation in activities that have been found contributory by socio-economic development.
