The Pantawid Pamilyang Pilipino Program (4Ps) is a poverty reduction strategy that provides grants to the extremely poor households to improve their health, nutrition, and education. With all the perks and incentives enjoyed by the 4Ps beneficiaries, comes the very limited assistance and opportunities for the remaining poor people whom we call the non-4Ps group. This study focused on multi-stakeholder's approach on providing financial risk protection to the non - Pantawid Pamilyang Pilipino Program mothers to increase the Newborn Screening Test Coverage in Sibulan, Negros Oriental. Specifically, this study aims to answer the following questions: What are the gaps in Newborn Screening Test Coverage in Sibulan, Negros Oriental? What are the factors affecting the gaps? What measures could be done to increase the Newborn Screening Test coverage among non - Pantawid Pamilyang Pilipino mothers in Sibulan, Negros Oriental. Documentary review revealed that out of the 116 non - 4Ps mothers who gave birth in Sibulan Maternity Lying-In from March 2013 to March 2014, only 6 of them were able to avail of the Newborn Screening Test, and 2 were tested positive fro Glucose - 6 - Phosphate Dehydrogenase Deficiency. Perceived causes why majority of the non - 4Ps mothers cannot avail the Newborn Screening Test for their babies are due to 2 main factors: lack of money and savings and information asymmetry on Newborn Screening, thus, not prioritizing it. A multi-stakeholder approach was seen as an opportunity to achieve the coveted reality which is to provide financial risk protection to increase the Newborn Screening Test coverage among non - 4Ps mothers in Sibulan, Negros Oriental. It includes: training on Newborn Screening Test on al RHMS and tapping the Development of Health Regional Office in Cebu City to provide a trainer; training on Clay Coinbank making among the 4Ps parent leaders where DSWD can be tapped to finance the training expenses as well as the capital for the 4Ps parent leaders to start a micofinancing. A TESDA certified trainer can also be approached to conduct the training in pottery making Finished products will be sold to the Rural Health Unit. The LCE can be tapped to allow the MHO to program the MOOE to finance the procurement of the clay coinbanks from the 4Ps parent leaders ; lastly, distribution of free clay coinbank will be broken during the day of delivery where the money saved will be used for the Newborn screening Test of their babies. The study utilized the inclusive growth principle, wherein it allows participation and contribution by all members of society, with emphasis on the poor and disadvantaged individuals to participate in the growth.
