N2  - Primary health care is seen as a means to bring them without wealth most especially to the people for less developed countries. Despite many efforts to bridge the gap between the few fortunate who has the capacity to pay for health and the less privileged and health for all has many pitfalls. The country still lags behind the targets of the Millennium Development Goals. Many of our rural communities still succumb to traditional health beliefs and practices due to issues of poverty and illiteracy. Many of our mothers still succumb themselves in the hands of traditional birth attendants during delivery due to their lack of proper knowledge and financial incapacity. All these occur despite efforts of the National Government to bridge the gap across social classes in terms of health provision.  Identification of stakeholders and key players especially in the local government units is essential to be able to bridge the gaps and bring the notion health for all a possibility. This paper is aimed at formulating an Integrated Maternal Health Program to Increase Facility Based Deliveries through the Oplan W.A.I.S. Buntis Program. Document analysis and Focus Group Discussion are employed in this project in order to place the correct perspective among the stakeholder and key players within the municipality.  The Oplan W.A.I.S. Butis Program, the integrated maternal health program of Naujan Oriental Mindoro has succeeded in establishing an inter sectoral maternal health program aimed at increasing facility based deliveries within the municipality.
