Mental health represents a critical indicator of human development, serves as a key determinant of well being quality of life, and hope, has an impact on a range of development outcomes, and is a basis for social stability. Poor mental health impedes the individuals capacity to work productively, realize their potential and make a contribution to their community. Persons with mental and psychosocial disabilities represent a significant proportion of the worlds population. Almost one million people die due to suicide every year, and it is the third leading cause of death among young people. In the Municipality of Sapang Dalaga, Misamis Occidental where the researcher is assigned as doctors to the barrio (DTTB), 1 case of successful suicide was noted in 2013. This paper aims to institutionalize a mental health program in the Municipality of Sapang Dalaga, Misamis Occidental. There were three pure researchers done to concretize the institutionalization of the program. Taken into consideration also in this study are the six building blocks of the Health Systems Reform Agenda (HSRA) and regulating the five control knobs of reform. Strategic planning and social marketing were used to convince other stakeholders to support the program. With the power of example, the empowerment of the community was established thereby decreasing the stigma on mental disorder and thus paving the way for sustainable projects on mental health program, namely: creation of Executive Order, Barangay Ordinance, Municipal Resolution on mental health program and creation of Memorandum of Understanding between the LGU and Mayor Hilarion A. Ramiro Sr Teaching and Training Hospital as well as Dr Jose P. Rizal Memorial Hospital Department of Psychiatry. Hence, this study has been successful in establishing a new health program in the context of evidence based health care program. It is a program in which the care that the health professional provide was based closely as possible on evidence from well conducted researchers into the effectiveness of health care intervention, thereby minimizing the problems of underused, overused and misused resources.
