<br/><br/> This research aims to develop a plan of action and project that would increase facility based delivery in an geographically isolated, resource constrained, and non developed local health system in Languyan, Tawi tawi. Specific objectives are as follow to determine the factors affecting facility based delivery to identify the effects of behavior change communication in the utilization of the birthing facility and to formulate measures of implementation and sustainability of the identified strategy. Documents review knowledge, attitudes and practices KAP survey for pregnant mothers on maternal health care and focus group discussion FGD for the traditional birth attendants TBAs were done to come up with the strategies. There were 65 pregnant women respondents for the KAP survey while 21 TBAs included for the FGD.  The research showed that pregnant mothers rely mostly on the services that the TBAs offer during pregnancy up to childbirth. The low facility based delivery is attributed mainly to geographical access difficulties and perception of a poor quality of services of the birthing home. The TBAs played a vital role during childbirth and they can influence mothers where to deliver their babies.   Behavioral change communication by intensive information, educational communication campaigns and advocacy among the members of the community including the Sangguniang Bayan members, TBAs, barangay local government units and the pregnant mothers, resulted to improved facility based delivery. Essential outputs of this effort that were instrumental to increased financing, organizing health events and incentivizing TBA referral for deliveries in the birthing home.
