The understanding and realization of gender concepts and mainstreaming must transcend beyond boundaries. It must challenge the de facto and de jure situation of men, women and children in the society, thus its begins when one has full grasp of what, why, who and how gender biases, stereotypes and discrimination continue to perpetuate. The focus of this Re-Entry Project (ReP) is the development of a gender responsive mechanism to fully realize the implementation of Republic Act (RA) No. 9710 or otherwise known as the Magna Carta of Women and the CMO 01, s. 2015 entitled, "Establishing the Policies and Guidelines on Gender and Development in the Commission on Higher Education and Higher Education Institutions." This is to create a pool or network of GAD Advocates to help the Commission on Higher Education Region - IX in mainstreaming gender within their own family, in the school and eventually the community around them. Chapter 1 discussed the agency's issues and Major Final Outputs (MFOs) related to GAD implementation. Chapter 2 presented the related literatures of the Re-Entry Project Conceptual framework. Chapter 3 discussed the details of the ReP implementation Plan and its Intended Output. Chapter 4 discussed the Project Implementation and Results, Chapter 5 presented the Lessons derived from the ReP Implementation and the recommended project sustainability and Chapter 6 narrated the scholar's Development Plan towards becoming a better Public Manager after the ReP implementation phase.
