To do its function, duties and responsibilities, processes and procedures within the Commission and those introduced to audited agencies are constantly evolving to ensure that is is able to meet its Constitutional Mandate. Among the mandates of the Commission include the submission of the annual reports to the President and the Congress on the financial condition and operation of the government agencies and recommend measures to improve the efficiency and effectiveness of government operations. It is in this light that the Re-entry Project (ReP) entitled: "Enhanced Fiscal Management: Developing a Financial Statements Processing System (FSPS) at the Barangay" has been developed to address the problem on the delayed submission of the Barangay Financial Statements. The ReP's ultimate goal is to improve the efficiency and effectiveness of the preparation and submission of the Barangay Financial Statements to the Commission on Audit with the use of the developed FSPS so that the Commission can commence its audit at a reasonable time prior to the deadline of the Annual Audit Report (AAR) to the oversight agencies of the government and to improve the fiscal management within the Barangay thus meeting COA's mandate as a Constitution. It also aims to save government resources and processing time in the long run. The ReP's activities were implemented within the three (3) months period from August 1 to October 17, 2018 which required collaboration between the personnel from Commission on Audit XII, Municipality of Polomok, Barangay Sulit, Polomok South Cotabato and the IT Programmers for the delivery of the required output at the end of the implementation phase which are the prototype FSPS, draft manual of the FSPS and the documentation of the recommendations for the improvement of the FSPS, Challenges were encountered throughout the implementation phase which forced the scholar (project manager) to make changes on the planned activities to ensure the delivery of the required output. The same with all other systems, the prototype FSPS is subject to series of enhancements after the implementation phase. Various activities will be carries out after the implementation phase.
