Public Management Development Program
The National Economic and Development Authority (NEDA),as the government's premier planning and policy coordinating agency, heavily relies on the creation and dissemination of socioeconomic knowledge and information in the performance of its mandate. Thus, it is imperative that it is able to leverage knowledge management (KM) systems and processes to effectively engage its stakeholders, including the public, to take part in the development process. Thus, as the communication arm of NEDA and the lead Staff in implementing KM, the Development Information Staff (DIS) should be able to implement more efficient KM initiatives to strengthen the agency's knowledge sharing culture. Moreover, it should be able to perform its KM functions amid organizational challenges and insufficiency of resources. This Capstone Project entitle: "Strengthening the Knowledge Sharing Culture in NEDA: Knowledge Management for Results," sought to determine appropriate KM interventions for NEDA to harness knowledge to its advantage. Results of the study reveal the individual and organizational factors that influence NEDA's KM and knowledge sharing culture. These were utilized to inform recommendations moving forward such as the conduct of an agency-wide knowledge audit, identification of KM focal person/s per NEDA Staff, establishment of a dedicated NEDA KM unit, improvement of NEDA's KM capacity, and operationalization of NEDA's KM processes and systems. Notably, the determination of the KM and knowledge sharing attitudes and behavior of NEDAns was critical in the development of the DIS Operations Manual, the main deliverable of this Capstone Project. The Manual provides for clearer operational protocols and addresses collaboration gaps that restrain the seamless creation and sharing of knowledge within and outside NEDA. It is also intended to serves as the percursor to improve the timeliness, availability, and access to NEDA-related knowledge and information for improved organizational efficiency and productivity. Through this Capstone Project, NEDA is envisioned to become a truly knowledge-driven and learning organization that is able to better communicate its role in nation building. Ultimately, this will result in increased involvement of more stakeholders to support the attainment of the collective aspiration of the Filipino people, the AnBisyon Natin 2040 of a strongly rooted, comfortable, and secure life for all.
