520 _aThis Rep entitled: Developing and piloting a Partnership Model Towards Improving Implementation on Solid Waste Management Plan in Metro Manila may seek the collaborative governance in every Local Government Units (LGUs) particularly in the Barangay level of Metro Manila. Even the full responsibility and authority of its LGUs was devolved in their jurisdiction pursuant to Republic Act No. 7160 or the Local Government Code, the LGUs could not freely extent their services in its constituents as far as solid waste management is concerned because of non-participation of the households especially in doing waste segregations. The survey made in ten (10) barangays in the City of Manila by the Rep Team of the scholar, they have different problems in their area of jurisdiction. Mr. Romano Santos of Brgy. 55, Tondo, Manila has informal settlers who throw their waste at the Estero Dela Reina. With this, we, together with the barangay officials created SWMC to oversee their problem. But according to Mr. Santos, tey also need a partnership to have a project on their problem. While Mr. Santos Uy, Barangay Chairman of Brgy. 836, they have waste segregation that can reduce the volume of their garbage on their are of jurisdiction, only the biodegradable or the "nabubulok" waste is the problem for which composting is the possible solution. But anyway, this may also need collaborative governance to support the project. However, the project was temporarily stop due to barangay election held. In Barangay 662, Mrs. TeresitaSikat, Barangay Chairwoman, said that their plan is establishing cluster barangay for the MRF need for approval of the budget and for implementation of this also needs collaborative governance. By ad large, collaborative governance is very important even the LGUs has full power in the functioning of their duties. Local government units need a collaborative activities supported by the multi-partnership for the success of the project.
