520 | _aThe Re-entry Project (ReP) has addressed the core problem which was lack of awareness by the public about Quick Response Operation (QRO). Then ReP identified the causes that contributed to the core problem, and they were: 1) no communication network for QRO was established, 2) lack of public information dissemination mechanism. As a result, human rights violations (HRVs) were not immediately attended that led to loss or eroding of the trust and confidence of the community. With the implementation of the QRO of CHR V as the Re-Entry Project, the quick response system was established in CHR V and effected infrastructures within the system like the creation of Quick Response Team (QRT), the 24/5 hotline (052) 480-05-21, while complying with the QRO Management Process. These salient elements or components comprise the CHR V's Quick Response Action System that has been all made possible by the ReP Manager whose project produced a concrete and updated guidebook -the Manual on Quick Response Operation (QRO) of Commission on Human Rights V approved by the Commission En Banc on 23 February 2016. The Memorandum of Understanding (MOU) highlighted the commitment of the partner-stakeholders: Albay PPO, DILG Albay Province, Social Action Center-Diocese of Albay, and Kapisanan ng mga Broadkaster ng Pilipina, Albay Chapter to the Commission's QRO. And as to how the victims of HRVs benefit from the QRO, the ReP Manager has this response. The victims of HRVs actually receive the Commission's immediate intervention or assistance on QRO upon the dispatch and immediate delivery of service to the victim by the QRT's presence in person at the place of incident where said QRT should conduct initial investigation. Initial investigation is conducted through interviewing the victim/s, taking of the victims' testimonies, gathering of pieces of evidence, ocular inspection of the scene of the crime, coordinating with resource person/s and ultimately documentation procedures. | ||
