520 _a"Good Governance and Anti-Corruption" is one sector where the Optical Media Board is clustered under Executive Order No. 43, which promotes transparency, accountability, participatory governance, and strengthening of public institutions. The cluster also works to regain the trust and confidence of the public in the government. This inspired the scholar to conceptualize the Re-Entry Project aligned to the vision, mission, and mandate of her Agency since there has not been any manual or template for disposal of the confiscated items during the 18 years of her service with the Agency. The long delay in the disposal was caused mainly by ineffective inventory system and bureaucratic complexities involved in the system. The problem also affects the environment given the method of damaged items that may eventually pose health risks. The scholar considered the participation of stakeholders and other government agencies in the implementation of the project to get their inputs and insights. Consultations with concerned sectors were done through focus group discussion, interviews, and surveys. The scholar and the project team also conducted a thorough review of the existing procedure. A "Template for a Manual on Disposal of Confiscated Items" that recommends an efficient and effective method of disposing counterfeit items consistent with environmental standards, mitigating costs of transport, storage, disposal and security, building respect to Intellectual Property holders, and developing partnership with private sector and other government entities would be the first step.
