520 _aThe Re-Entry Project Entitled "Good Housekeeping" of Road Projects in the Cordillera Administrative Region" envisions being the instrument in minimizing, if not totally negating, the occurrence of additional routine maintenance need from projects under warranty, on-going, and substantially competed road infrastructure and preventive works. This is done through the development of an Inspection Checklist patterned from Department Order 53 or "Clearing of Project Site Upon Completion" before payment of final billing of every contract (Fernanco, 2003) and Republic Act 9184 Section 62, paragraph 62, paragraph b, which reads as: "The contractor shall be fully responsible for the safety, protection, security, and convenience of his personnel, third parties, and the public at large, as well as the works, equipment, installation and the like to be affected by his construction work: (Philippines, R.A. 9184 Philippine Gazette, 2002). The development of the checklist was in collaboration with the Regional Quality Assurance Unit of the Department of Public Works and Highways Cordillera Administrative Region (DPWH-CAR), reviewed, edited, and endorsed for approval by the Division Chiefs of the Construction, Planning and Design, Quality Assurance and Hydrology, and Maintenance Division, and again reviewed, edited, and approved by the Regional director of DPWH-CAR for implementation and adoption. The Inspection Checklist itemized the areas of concerns that need to be addressed before a work item or project is cleared for payment. Some of the items in the checklist are oftentimes neglected and this usually results to back-job or corrective work that accrues to the contractor or most of the time to the maintenance unit of the agency. With the use of the Inspection Checklist, the Agency is assured that only projects complaint to D.O 53, series of 2003 and R.A 9184 Section 62 are cleared for payment and on the part of the Contractor, such requirement are made clear beforehand leading to a well-planned, pro-active, and efficient way of correcting project deficiencies. The ReP title "Good Housekeeping" of New Road Projects literary means no routine maintenance needed and no additional responsibility on road safety to the Maintenance unit of the agency that would emanate from new projects; thus, no additional cost will be required from the government's budget allocation for at least from the time the contract is awarded up to its designated warranty period (Congress, 2013) and preventive maintenance intervention sch as asphalt overlay and re-blocking will be done at a later period and not on a newly paved road.
