520 _aPetroleum products specifically liquid fuels, e.g., gasoline, diesel and industrial fuel oil, are compound composed of highly combustible and flammable substances. These products are commonly used in all major power plants and in the transport sector industry. There are also one of the prime moving components of the economy, because these directly affect the price of major commodities. In the past few years, the Philippines has transitioned from a regulatory regime to a deregulated environment, which resulted in a wider market and numerous entries of different oil players that established their own brand of retail outlet or gasoline station. Addressing safety concerns through standardized safety measures has never been institutionalized in the retail outlet/gasoline station business nationwide. With this current status, it is imperative and timely for the Department of Energy (DOE), pursuant to its mandate, to propose the formulation of the Philippine National Standard (PNS) on Code of Safety Practices for Liquid Petroleum Product (LLP) in Retail Outlet. The proposed code/standards will serve as a guide and manual for all downstream oil industry players or companies on executing good practice procedures with reference to health, environment and safety. The proposed code/standards intend to capacitate managers/operators including their personnel on how to achieve an appropriate understanding of safety, health and environmental risk and the appropriate mitigation measures. The complete package of safety standards will cover general procedures in LPP retail station, i.e., personal protective equipment (PPE), safe operating distance of LPP retail outlet appurtenances, tank truck safety, product receiving and dispensing, quality and quantity monitoring, emergency procedure, etc. Also part of this standard is the relevant government requirements as well as the essential safety labels and warning signs present in an operational LPP retail outlet. Furthermore, the proposed PNS on Code of Safety Practices in LPP in Retail Outlet will be in collaboration with the DOE, its downstream oil industry (DOI) stakeholders and other government agencies concerning the general procedures in operating a safe retail outlet. A Technical Working Group (TWG) will be formed, composed of representatives from the DOI stakeholders and relevant government agencies, which will convene to discuss the retail outlet safety standards that will be endorsed for approval for adoption of the Department of Trade and Industry- Bureau of Philippine Standards (DTI-BPS).
