520 | _aA study in the ecological solid waste management (RA9003) implementation at the six (6) Urban Barangay of the Municipality of Gandara, Samar. A review of related literature reveals that with the inevitable exponential rise in the population, it would lead to an increase in waste production in every household. Various health and environment implications can be associated with poorly managed solid waste management. While this study confines itself to only the urban barangays of the municipality, this paper predicts the general condition of the municipality in terms of solid waste management. The paper shall be basing only on important components of the Ecological Solid Waste management act of 2000 namely: Local Institutional Arrangements and Local Policies on Solid Waste Management; Waste Segregation (Art II); Collection and Transport of Solid Waster (Art III); Recycling Program (Art IV); Composting (Art V); Waste Management Facilities (Art VI) One of the important factors identified that hinders the municipal implementation is the lack of community participation and political factors. The lack of community participation may be attributed to lack of advocacy for the act (RA9003) and lack information dissemination mechanism for the public. Political factors has compromised public compliance. Leaders/politicians has tolerated noncompliance during waste segregation of political allies. This has resulted to the noncompliance of the general public as well. | ||
