520 _aConcepcion is a sixth class, interior municipality in the province of Misamis Occidental. It has a population of 7,565 and a total of 1503 households. It is composed of 18 barangays. Tuberculosis (TB) profile of the area showed low case detection rate (CDR) but high cure and treatment success rates. The National Tuberculosis Program (NTP) has been implemented sine 2009. However, TB CDR has been consistently below the national target. Hence, this study aimed to strengthen NTP implementation through health systems approach in Concepcion, Misamis Occidental. This is a qualitative research using survey questionnaires, document review, informant interview, group discussions and direct observation in data collection. Assessment showed that there is weak NTP implementation in terms of six building blocks of health. Factors that caused low case detection rate include weak NTP implementation, poor knowledge and health-seeking behavior of the community towards TB, inaccessible quality health care and stigma associated with the disease. These factors were addressed using health systems approach that led to increased involvement of the local government unit, increased health financing and health workforce capability, accessibility to radiologic services and improved data recording and reporting. However, socio-cultural factors such a human behavior cannot be addressed by the context of the health system alone. Hence, despite a strengthened NTP implementation, TB CDR in the area remained to be low.
