520 | _aBeing a Geographically Isolated and Disadvantaged Area (GIDA), Gregorio del Pilar, Ilocos Sur is a fifth class minicipality in the Philippines lacking and far from quality health care resources. Without a birthing facility, a laboratory, and distant from the barangay it serves, the Rural Health Unit (RHU) serves as the sole source of material care services, such as prenatal and postnatal consultations. Because of this, there has been low utilization of these services as evident in the Field Health Services Information System (FHSIS) in the year 2013 and in the Municipal Health Profile in the previous years. In the Local Government Code of 1991, the barangay officials are given power to implement programs, make ordinances, and provide basic services to their respective barangays, tailor-fit to their needs and resources. In this Action Plan and Project (APP), therefore, the author sought to determine how empowerment of the barangay leaders can increase prenatal and postnatal consultations. Through the Barangay Health, Leadership and Management Program, Focused Group Discussion, Consultative Meeting and series of interviews, the author engaged the barangay leaders in realizing their responsibilities, determining factors of low prenatal and postnatal consultatuions, tapping stakeholders, creating programs addressing these factors, and implementing them in their respective barangays. Through this APP, the barangay leaders were able to accomplish thwe following: creation of a Barangay Health Board, Barangay Health Plan, Ordinance for Safe Motherhood Program, draft for a community-organized Alkansya ni Nanay, provision for a midwife in charge of their barangay who is tasked to do monthly visit, draft for a community-organized transport system with proper referral to catchment birthing facility (Lugan ni Inang), construction of temporary barangay health stations with health data board, and implementation of a pregrancy tracking system. Through the intervention of empowering the barangay leaders, the utilization of prenatal and postnatal consultations have increased. Moreover, the barangay leaders became more aware of the health situation in their barangays and of their roles as leaders, capable of creating change in matters of health. In conclusion, empowerment was seen as an effective strategy in health promotion, increasing the prenatal and postnatal consultations of Gregorio del Pilar. The barangay leaders were appropriate agents of change with their inherent influence among their constituents.m Inefficiency and inexperience were problems encountered and solved through facilitation with the author and other experts. To sum, empowering barangay leaders in increasing prenatal and postnatal consultations proved to be effective, cost-efficient, and boosted self-reliance and confidence among the barangay leaders and the community at large. | ||
