520 _aThe Public-Private Partnership (PPP) Center plays a valuable role in facilitating the PPP Program of the country, and one of which is the provision of technical assistance and advisory services to Implementing Agencies (IAs) during the whole lifecycle of a PPP project. While there have been several PPP contracts already awarded to the private sector, there are recurring bottlenecks identified in designing and finalizing these contracts, as well as gaps in the assistance being provided by the PPP Center. Some of these gaps are traceable to the way data contained in PPP contracts is currently captured, stored and organized, which was seen to affect the timeliness and quality of the PPP Center's assistance during contract review process. Project data and information relevant to the development and approval phases are already quite organized. However, there is a gap in information organization with respect to procurement-related documents such as bid documents and PPP contracts. Hence, this paper identified an intervention that can improve the PPP Center's ability to capture and organize data. The objective of the Capstone Project was to come up with a platform that would: (1) improve the organizaion of key contractual provisions that are typically found across PPP contracts; (2) enable the Project Development Service (PDS) and the PPP Center as a whole to better understand the context and ratioale of the terms of the contracts and compare across various PPP contracts; and (3) ensure timeliness of PDS/PPP Center review of PPP contracts. To address the gap, the Excel-based "PPP Contracts Databank" was established; a platform that consolidates and organizes selected contractual provisions, for a more efficient review of PPP contracts. It is a tool by which the time associated with the design and review of PPP contracts will be significantly reduced, and would redound to faster provision of assistance to national and local IAs. The Capstone Project is anchored on the process of knowledge organizing and capture. The project also hopes to capture and convert the tacit knowledge, e.g. best practices, lessons learned, issues and challenges, and experiences, into explicit knowledge project through proper documentation. The databank contains eleven (11) PPP contracts, selected critical contractual provisions, and special features such as the "PPP Contract Review Protocol" and "Tags on Best Practices and Lessons Learned". A Capstone Project Team was organized to establish the PPP Contracts Databank and the implementation of the project took fifteen (15) weeks. While there was a slight delay in the completion of the project, it was seen to have contributed to the timeliness of PPP contract review. The usability and quality of the databank were also assessed by gathering the satisfaction rate and feedback form the users. First-hand information was gathered through survey and feedback forms. The findings show that the PPP Contracts Databank helped the project managers (PMs) reduce their PPP contract review by 2.6 days, which is equivalent to thirty-six percent (36%) decrease, as compared to the target of ten percent (10%) decrease. In addition, seventy-five percent (75%) of the users gave satisfaction ratings of Very Satisfied and Extremely Satisfied. With this, it was recommended to continuously implement the project, to expand its scope and contents, and to future-proof its platform by integrating it to the future Knowledge Management (KM) Portal of the PPP Center. A project Sustainability Plan was prepared, which identifies the activities and timeline for the continuous implementation of the project.
