520 _aThe Philippine Cooperative Code of 2008 or the Republic Act No. 9520 mandate cooperatives to submit annual administrative requirements of the Cooperative Development Authority (CDA) within a definite period of time. However, CDA (2019) has recorded that only 61% of the existing cooperatives are compliant. Furthermore, majority of the non-compliant cooperatives are the micro and small cooperatives which constitute more than 80% of the cooperatives in the Philippines. In Davao City, only 270 out of 757 or 35.6% of the registered cooperatives are considered compliant. This low turn-out of compliance with the administrative requirements clearly causes a problem in the accurate measurement of the contribution of cooperatives to economic development. The information from the annual administrative report is important because it will serve as support to the constitutional claim of cooperatives. This capstone project aimed to improve the compliance of micro and small cooperatives to the administrative requirements of CDA-Davao Extension Office (CDA-DEO) using a two-pronged mechanism. Firstly, the project increased the number of compliant micro and small cooperatives through Koop Serbisyo Caravan. The Caravan brought the following services to the 11 administrative districts of Davao City: (1) Regulatory - consists of submission of reports and issuance of Certificate of Compliance, (2) Developmental - includes Conduct of Pre-Registration Seminar (PRS), Consultation, and Review of Registration of Documents, and (3) Other Services - entails updates and referrals. Secondly, the project gathered data from non-compliant cooperatives through questionnaires that will assess their knowledge of the aforementioned reports and the roles of the different officers and members of their cooperatives. These data were gathered to serve as bases for the monitoring and development of improvement programs. After two months of project implementation, a total of 125 micro and small cooperatives, and some medium and large cooperatives participated in the six caravans and availed the frontline services of CDA-DEO. 27 of which submitted the mandatory reports which will be added to the number of compliant coops as of January 1 to April 30, 2019. This turn-out indicates a 10% increase of the compliance of micro and small cooperatives, an accomplishment of the project's deliverables. As for the forms given, only 75 cooperatives duly filled up the first form. Almost half of these 75 respondents incorrectly answered the submission of the required reports and negatively reacted when asked about the meetings conducted in their cooperatives. This is despite the fact that the representatives are officers from their respective cooperatives. In addition, the second form which was fully answered by the participants indicates that they are satisfied with the services provided. Results of the study show that a number of cooperative officers do not understand the importance of the compliance of the required reports. This lack of knowledge can also attributed to the lack of meetings in the cooperatives such as general assemblies that should entail the necessary reports. The data gathered will serve as a guide for the CDA DEO to remedy the low compliance of administrative requirements. With the satisfactory result of the project and the positive response of the participating cooperatives, the annual conduct of Koop Serbisyo Caravan is recommended.
