Summary: The National Statistics Office is mandated to carry out the provisions of Act No. 3753 otherwise known as the Civil Registry Law. This law was enacted on February 27, 1931 and its Implementing Rules and Regulations contain all the concepts and procedures about the civil registration system in the Philippines. Civil Registration is defined as the continuous, permanent and compulsory recording of the civil status of persons and any modification thereof. The recording of the vital events such as birth, marriage, and death is covered by the system of civil registration. Civil Registry Forms such as Municipal Form No. 102 for birth, Municipal Form No. 97 for marriage and Municipal Form No. 103 for death are used to record the occurrence of a vital event. Legally and administratively, these vital records are very important. Problems occur if a person's vital record is not registered. Most of the time, opportunities are lost because of the absence of these vital records. Registration of the vital records is done at the Local Civil Registry Offices (LCROs) where the vital event occurred. After registration, one of the copies of the vital record is sent to the NSO since the NSO is the central repository of all vital records. However, not all vital records are submitted to the NSO which is the reason why a person is issued a negative certification. If a negative certification is issued to client, there is a need for the client to go back to the LCRO where the vital records was registered to request the Local Civil Registry to endorse a copy of the document to the NSO. This is a very cumbersome and tedious process specially if the LCRO is far from the place where the client presently resides. This is the reason for this Re-entry Project "Dagdag Tulong at Serbisyo Para Kay Juan sa Pagtatalang Sibil (NSO Civil Registration Value Added Service)". This Re-entry Project aims to facilitate the endorsement of the vital records of clients who were issued a negative certification and the immediate enrollment of the same in the NSO database. In this set-up, the client need not to go back to the LCRO but the NSO will do the coordination for them. For the initial implementation of this Re-entry Project, the scope is very limited. Clients who were issued negative certification from the Metro Manila Serbilis Outlets and whose vital records were registered at Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, were considered as the pilot clients of this Project. Although the coverage is limited, the Project has assisted more than twenty clients since its soft launching on January 16, 2014. Coordination was done wiht the concerned LCROs and the expected outputs were within the timeframe targeted by the Project. That is, within 15 working days from the date the client filed the application for endorsement at the Value Added Service Unit (VASU) created for the purpose. Indeed, feedback from the clients were very encouraging. They said that the Project can help many Filipinos who can no longer go back to their hometown and eventually will no longer be deprived of the opportunities that will improve their economic status in life.
