The Philippine Navy, among other agencies in government primary relies on the appropriations provided by the national government through the taxes paid by each and every Filipino. As such, the Philippine Navy is bound to assure the people that every public money spent was allocated and utilized in accordance with a system that promotes efficiency and effectiveness; that where due process in budgeting ensures comprehensiveness of the budget, that all spending entities conform to the guidelines, and that normal processes are completed on schedule. The Armed Forces of the Philippines in which the Philippine Navy is among its bureaus, came to a time where issues of corruption has stained its reputation an institution bounded by integrity. That period paved the way for major reforms to be undertaken which caused to the separation of the office of the comptrollership; thus, resulting to the fragmentation of financial information that reaches the decision-makers, which further resulted to the underutilization and non-optimization of resources. Learning from the past and addressing the requirements of the present through the participation of the stakeholders, an integrated financial resources management system is being introduced to establish an overarching framework - to ensure a single budgeting process for all sources of funds, comprehensive monitoring of all sources of funds, and the active involvement of the PN Program and Budget Advisory Committee in the management of financial resources.
