Summary: By 2030, DOTC is envisioned as a world-class organization, providing integrated transport, connecting people, islands, families, communities and the nation with the rest of the world, and constantly responding to an environmentally sustainable and globally competitive transport. The globalization of trade has reached a point where international organizations have to attune their respective programs and projects to make the international arena more competitive. This could be realized through better accessibility and connectivity which is under the jurisdiction of the respective transport ministries of the ASEAN, UNESCAP, WTO Member States, APEC Economies as well as other cooperation bodies and committees. The Philippines is a member of the above international organizations where transport is one of the key sectors that will support and facilitate global trade. For ASEAN, the vision of establishing one community and making the ASEAN a highly competitive region by the end of 2015 requires the active participation and cooperation of the transport sector of each Member State. However, the current state of affairs lacks a mechanism or system to effectively deliver the required actions from the preparatory stage to final commitments and implementation. The slow-phased delivery of international commitments is attributed to the lack of clear policies that will formalize how DOTC and relevant agencies will pursue to operationalize the Philippines' commitments in international agreements. There is no formalized mechanism where all concerned stakeholders (public and private) are guided by a formally agreed directive on the operationalization of the Philippines' positions, commitments, next actions and resources. There is a need to come up with a policy through the issuance of a Department Order institutionalizing a policy process framework in the delivery of Philippines transport commitments that will enable the DOTC deliver more competitive international transport commitments. This goal should challenge DOTC to upgrade existing transport facilities, improve/construct logistics facilities and harmonize policies and regulatory framework. In so doing, the image that the Philippines will project to the international market in terms of transport facilities and services will help promote tourism, employment and increase in income that will contribute to the improved livelihood of Filipinos. There are three (3) Department Orders (DOs) drafted as a result of the implementation of this ReP, to wit: (i) attendance to international conferences, meetings and fora; (ii) enhancing the internal organization in support to international commitments; and institutionalizing the process of signing, ratification and operationalization of international agreements.
