Summary: The Re-entry Project "DBP Regional Marketing Center (RMC) Metro Manila Loan Disbursement Manual on Hospital and School Projects" addressed the performance gap surrounding the loan implementation process in DBP RMC Metro Manila, focused on the design and implementation of loan disbursements for hospital and school projects. Specifically, the project wanted to enhance access to developmental loans in support of critical sectors and improve access to quality banking services and financial products of DBP. The organizational assessment conducted revealed that the delay in loan implementation process was caused by inadequate knowledge of account officers and the absence of a knowledge management tool in designing and implementing loan operating guidelines. This resulted in stringent and unrealistic loan disbursement requirement in the credit applications. This has also caused to failure to comply with requirements or amendments in the approved credit applications. In any case, both situations delayed loan disbursements and completion of hospital and school projects. To improve the turnaround time in loan disbursement, the scholar accomplished the following deliverables: (1) consultation meetings, including with external clients; (2) a loan disbursement manual on hospital and school projects; and (3) training on effective and efficient formulation and implementation of loan operating guidelines for hospital and school projects. A list of conforming activities for each deliverable was designated and executed within the three-month (91 calendar days) implementation period that started on March 28, 2016. The project officially ended on June 28, 2016. From an average of 69 days to implement the initial loan disbursement for hospital and school projects, the ReP provided specific guidelines and procedures for a reduced turnaround time of 43 days. These guidelines and procedures were discussed in details in the approved loan disbursement manual for the use of marketing officers in DBP RMC Metro Manila. The entire ReP implementation process was synthesized during the post-project implementation meeting. Lessons learned were highlighted, including the importance of effective negotiation and communication in the allocation of limited resources. Despite some challenges such as conflicting schedule and limited budget, the project was successfully completed according to the agreed timeframe and deliverables.
