Summary: The Bases Conversion and Development Authority (BCDA) contributes to national development in the form of billions of pesos in revenue from the conversion of former military bases into more productive uses. Despite this, its presence in the communities within its project areas is limited. Its corporate social responsibility (CSR) initiatives directed at the community level also remain inadequate. At the same time, there is a prevailing low concern for project-affected people among its employees. There is therefore a need to (a) strengthen and sustain its CSR efforts and (b) bring BCDA employees closer to Juan and Juana. The Re-Entry Project (ReP) entitled "Paglilingkod sa Pakikipagkapwa: Sustaining BCDA Corporate Social Responsibility through Employee Volunteerism" aims to address these inadequacies by providing an opportunity for employee engagement in ensuring the sustainability of BCDA's CSR program that will be responsive to the needs of the project-affected communities. It will utilize the BCDA workforce in the conduct of community-based CSR activities. Through participation in CSR activities, BCDA employees will be able to directly interact with their clients. This may lead to the development of a highly motivated professional workforce in consonance with its mission. Through this ReP, the following deliverables were accomplished: 1. The BCDA Corporate Volunteer Program was established and institutionalized with the issuances of the Office Order No. 012,s.2016. 2. The Project was successfully tied up with the BCDA Corporate Social Responsibility program. 3. The pilot CSR activity was conducted. A community-based Seminar on Women's Rights, was held in Brgy. Aranguren, Capas, Tarlac, an affected community within the Clark Green City project. The seminar was attended by community women and participated in by BCDA employee-volunteers. 4. The learnings and experiences of the employee-volunteers and the recipient community from the pilot activity were gathered and documented through debriefing methods. Results of the pilot activity and findings from the debriefings demonstrated that the Project should be further sustained specially with CSR activities that are attuned to the needs of recipient communities. Feedback from the employee-volunteers and the recipient community provided relevant insights which can guide BCDA in its efforts to strengthen and improve its community-based CSR initiatives. Their learnings and experiences validated that community-based CSR activities can indeed serves as a bridge to strengthen ties between BCDA and project-affected communities. They also proved that CSR activities can be a good venue to create a positive image for BCDA. The positive experience of employee-volunteers resulted in feelings of happiness, satisfaction, self-fulfillment and being appreciated. This showed that community-based CSR activities are effective in boosting employee morale and providing an excellent effective venue for employee engagement.
