Summary: This Re - entry Project on Strengthening School - Community Partnership (SCP) through Revitalizing the School Governing Council (SGC) of Generoso Villanueva National High School is focused on the improvement of the Performance Indicators of the school and the learning outcome. It aims to mobilize stakeholders to gather support for the school and take part in governance. Chapter 1 of the Re - entry Project explains the problem of the partner school in terms of performance, which in the case of the partner school, has an erratic trend with the Drop - put and Failure Rates as the focus areas. Presented here are the baseline data and the Problem Tree analysis for better understanding of its root cause leading to the Scholar's decision to conduct the Re - entry Project. The problem was also discussed in the context of the Agency's Mandates, its Vision, Mission, and the strategic direction of the Department. Chapter 2 covers the review of related concepts and projects similar to the Re - entry Project. Lessons learned on community partnership from the Third Elementary Education Project (TEEP) are used by the Scholar as the guiding principle in crafting this Project. The ReP's characteristics which are citizen - centric, collaborative, relevant, innovative, and visible are discussed and shall be adhered through the formed linkages made between the school and its Governing Council. The Input Process Output Impact (IPO) conceptual framework is used to lay down the different activities to be undertaken during project implementation. Chapter 3 is the Rep Plan and intended outputs. The project deliverables are identified in this chapter. The Scholar intended to produce the School Governing Council (SGC) Assessment Tool to measure the SGC functionality based on the delivery of its roles and functions, Revised School Governing Council Manual which will be used in the organization of SGCs, the On the Job Coaching Plan for School Heads, two Action Programs as intervention projects to improve performance, monitoring tools for project implementation, and documentation of the coaching process. Chapter 3 also discusses executive coaching of the School Head of the partner school as the strategy the Scholar needs to undertake to carry out the Project implementation. Chapter 4 discusses the ReP implementation and its results. The bases and processes in the achievement of the project deliverables including the demographics of the projects site, strategies used by the Scholar, and the challenges met in the duration of the project implementation. The adoption of the Revised SGC Manual in the organization of SGC is also widely discussed. The Revised SGC Manual provides the criteria and processes the School Head needs to follow and undertake for the successful re - organization of the partner school's Governing Council. This is done after the functionality of the SGC is duly evaluated and assessed. The Re - entry Project does not only provide the assessment tool on the SGC functionality but also its self - evaluation tool for its continued functionality. In terms of Action Program identification, the SGC based such process on the data presented by the School Head as well as the felt need of the school. In the case of the partner school, the School Canteen and the Feeding Program are the two projects identified to resolve its target of zero drop - out rate caused by malnutrition and poor health due to lack of food or poor eating habit. Chapter 5 cover the lessons derived from the ReP and the Scholar's recommendation after the project implementation. The Scholar shares her insights on the successful project implementation in spite of the time constraint; that is, to ensure project buy - ins, team coaching, and meeting the implementation calendar. The Scholar also discusses the importance of the M & E mechanism to ensure that the project implemented is done based on the processes and the standard set. To ensure the partnership sustainability, the Scholar recommends the implementation of the M & E mechanism on SGC operation and the inclusion of building community linkages as part of the capacity building of the School Heads in the Master Plan for Professional Development of the Division. Chapter 6 talks about the sustainability of the Project. The Scholar outlines her plans on how to strengthen program implementation in schools for impact and not for compliance. The Stakeholders' Satisfaction Survey will be introduced to develop awareness of their support among the community. The Scholar also presented her plan to re - engineer the processes on partnership building of schools by providing technical assistance to School Heads. This Re - entry Project is designed to improve the organization process of SGCs in schools.
