Summary: The Civil Service Commission (CSC) has introduced the Strategic Performance Management System (SPMS) in 2012. It has ushered changes in the way government addresses individual and office performance evaluation. While the NICA subscribed to the accomplishment and submission of the Office Performance Commitment Review (OPCR) and the Individual Performance Commitment Review (IPCR), a performance/information system for monitoring and evaluation of accomplishments and success indicators need to be enhanced. This Re-entry Project aims to develop and provide a functional information system that will ensure the generation of objective, timely, accurate, and reliable information on performance monitoring/tracking, accomplishment report and evaluation of program improvement that can be used for policy decision-making. The information system will also ensure that the integrity of the data is protected, not based on arbitrary counting of reports. The National Intelligence Coordinating Agency's (NICA) Logistics Management Office (LMO) under the Directorate of Administration (DI) will be the unit for pilot-testing. The LMO processes, including its Programs/Activities/Projects (PAPs), Success Indicators (Sis) and Rating, will be further evaluated during the three-month ReP implementation.
