Summary: In its task of delivering quality education to all learners, the Urdaneta City division is continuously implementing all programs and projects of the department, Other than this, new and innovative plans are sought to further strengthen and sustain avenues to improve the delivery of education. The division has its share of challenges sucha s low achievemnet rate and persistence of dropouts and school leavers. The forthcoming implementation of teh Senior High School in School Year 2016 - 2017 is yet another concern because this would entail extensive preparations. The Senior High School (SHS) Modelling Program, as contained in DepEd order 36, series 2012, became teh division's prime focus as this has the potential in achieving the target of 75% and above score in the National Achievement Test (NAT), zero dropout rate and 100% participation rate. Further, it is hoped that through the experiences, activities, learning and findings of the division wouldhave less problems. The preparation for the program started with advocacy activities. Letters and supporting documents were sent ot DepEd Central office and the Regional Office to inform them about the division's intention to pilot the program. Information dissemination, surveys, interviews and focus group discussions were done to ensure acceptability and to determine the needs of the community and the labor sector. The next significant wask was resource mobilization that consisted of identifying program supporters and partners, linking up with them and gaining their sponsorship and trust. Once the project team was organized, stakeholders were identified. The proponent, together with the team approached. The Local Government Unit (LGU) was requested for funding the new classrooms,laboratories, equipment, trainings and use of the resources of the Urdaneta City Liveihood and Skills Training Center (UCLSTC), wuke the Technical Education and Skills Development Authority's(TESDA') help ws solicited for teacher training in tech-voc courses and Skills Test for the students. The Urdaneta Chinise Community and the Urdaneta Market Vendors Association (UMVA) were similarity requested to accommodate learners for On-the-Job training employment. The Federated Parents- Teachers Association (FPTA) and the Association of Barangay Captains (ABC) were also asked to conduct meetings to inform their members about the modelling program. The concern about the curriculum and syllabi development was brought to Urdaneta City University (UCU). Response from these partners was immediate. The LGU built classrooms and allowed the use of UCLSTC's facilitie. Also, it has alloted PhP 500,000 from the Special Education Fund (SEF) and has since released PhP 246,000. The Urdaneta Chinese Community and UMVA likewise committed to provide OJT experiences to learners and eventually absorb graduates in the labor market. The proponent and the Project Team were also invited to meetings, assemblies and sessions ofthe FPTA and ABC. Capacity BUilding was accomplished when TESDA extended its assistance by training eighty-seven (87) teachers, Twenty (20) school heads and two (2) education program specialists in the foru (4) tech-voc courses that were identified. These courses were Food Processing, Computer Hardware Servicing, Consumer Electronics and Electrical installation and Maintenance and bundled courses- Bread and Pastry and Good Beverages. Curriculum Development took place through the support of Urdaneta City University, whose department heads and key professors provided guidance and worked witht the team in crafting such. TESDA likewise gave inputs on the syllabi that was produced. To seal the partnership with mahor stakeholders, the signing of Memorandumof Agreement (MOA) was achieved on December 2, 2013. With these preparations, the Senior High School Modelling Program in Lananpin National High School is set to open in June 214.
