A model of collaborative and participative action towards employment of the deaf persons in the Province of Oriental Mindoro / Mari-jo L. Cordova.

Summary: In line with the mandate of the Department of Labor and Employment (DOLE) to promote equality of employment opportunities for all and to afford full protection to labor, the Re-entry Project (ReP) was conceptualized to address the unemployment problem of the Deaf or the persons with hearing impairment. According to some references, the Deaf registered as high as 95% unemployment rate because of their limited access to unemployment opportunities and to government livelihood projects ("Discovering Deaf Worlds, para. 1). Towards providing solution to such unemployment problem, the ReP formulated a framework of intervention using the power of collaboration and participation of the stakeholders from the local government, national government agencies, non-government organizations and the employers in the private sector. The ReP intervention includes advocacy, capability building, deaf-friendly employment facilitation and livelihood project. In the first three (3) months of implementation, the Project Management Team embarked on activities such as meetings and consultations with the stakeholders as part of the advocacy program. The team also initiated the inventory of skills of the Deaf using the Skills Registry System and the jobs profiling to know what types of occupations are available for the Deaf and what industries are more likely to hire them. As part of the capability building component, a training of basic sign language using DepEd SPED Module was conducted and participated by the staff of the Provincial Government of Oriental Mindoro, Calapan City Government, TESDA and DOLE who are involved in rendering employment facilitation services. As a result of this initial implementation, eleven (11) Deaf students and out-of-school youth (OSY) were hired by the City Government for a summer job under the Special Program for the Employment of Students (SPES). Having them in the list of SPES beneficiaries registered a milestone in the implementation of this program. Also, another two (2) Deaf graduates were given a six-month job as interns under the Government Internship Program (GIP). Through the ReP, the Deaf persons were formally organized and registered into: 1) Calapan City Organization of the Deaf- exclusive for residents of Calapan City and 2) Oriental Mindoro Organization of the Deaf- for Deaf in all municipalities of the province. Their registration with DOLE enabled them to obtain legitimate personality as an organization and to comply with the first requirement in the availment of livelihood project. Toward sustainability and institutionalization of this project in the local government, the City Government of Calapan came up with the Sangguniang Panlungsod Resolution No. 669, Series of 2015, and a Memorandum of Understanding (MOU) was made and entered into by, and between the DOLE Regional Office 4B and the City Government of Calapan to ensure the successful implementation of the said project, and to achieve its desired social outcomes. The same support was provided by the Provincial Government of Oriental Mindoro as evidenced by its Sangguniang Panlalawigan Resolution No. 2662-2015, and a Memorandum of Agreement (MOA) duly signed by the Provincial Governor and the DOLE 4B Regional Director.
