Summary: Caramoan was a first class municipality, located in the lower eastern part of Camarines Sur in the Bicol region. On March 17, 2016, the Regional Epidemiologic and Surveillance Unit of Bicol Region was advised regarding the rising number of diarrhoea cases in Barangay Cabacongan, one of the 14 coastal Barangays of Caramoan. Upon records review, the diarrhea cases in Barangay Cabacongan started on December 2015, wherein 4 cases were documented and increased to 59 cases on January 2016. Simultaneous with all the surveillance activities and investigations done in Cabacongan, environmental sanitation and personal hygiene campaigns were strengthened in the affected population. At he same time, provision of Aquatabs was initiated to facilitate. However, on April 2016, 17 diarrhoea cases were documented from barangay Panadana which is adjacent to the coastal Barangay of Cabacongan. There were 3 mortalities documented, aged 7, 10 and 17. The goal of this action plan and project is to determine the courses of action which can be done to enhance the control and prevention of diarrheal disease in Barangays Cabacongan and Pandanan. This study specifically aimed to describe the current hygiene and sanitation beliefs and practices to the residents of Barangays Cabacongan and Pandana. Another objective was to identify the gaps in the control and prevention program of diarrheal disease in Barangays Cabacongan and Pandanan. Next was to implement a measure that can be utilised to enhance the control and prevention of diarrheal disease. Sawyer Filter may be an effective way of households water treatment but requires more extensive community based studies. Aside from use of Sawyer Filter, the control and prevention of diarrheal disease a strategy that would incorporate all sectors if the community understands their hygiene and sanitation beliefs and practices. In the study it was done thru survey, environmental scanning, personal direct observation and key informant interview. Hence, it should be noted that the respondents in Cabacongan perceived that the diarrheal disease was a problem of each household. However, respondents do not believe that the problem of the nearby household was also their problem. Thus, they were only concerned on preventing diarrheal disease within their own household. As opposed to Barangay Pandanan, respondents perceived that each and every household were interconnected to one another, thus, 22% of respondents perceived that environmental sanitation was also a factor for causing a diarrheal disease in the drinking water, without the unacceptable that sawyer Filter can be of help in treating their drinking water, without the unacceptable taste of chlorine, time wasted for boiling and money spend for bottled water. Furthermore, the control and prevention of diarrheal disease program compromises both behaviours and facilities, which should be promoted together to maximize health and socioeconomic benefits. Hygiene and sanitation should be treated as a priority issue in its own right and it requires its utmost understanding. Thus, the success of the program will also depend on its acceptability, aside from its effectiveness. Moreover, political will at all levels is necessary.
