Summary: This Re-Entry Project entitled, "Web-Based Knowledge at the Right Time and Right Place" aimed to contribute to the country's continuing pursuit of good and citizen-centric governance by promoting efficiency and transparency in monitoring the region's progress in attaining its development targets. It rationalized the collection, storage, and access by NEDA-CAR's external and internal clients of data and information on the Cordillera Regional Development Plan 2011-2016 indicators, laid the groundwork for monitoring the RDP 2017-2022 targets, and is expected to facilitate the efficient and timely preparation of the region's annual Regional Development Reports. The project involved the development of a web-based knowledge management system that allows ready access to data on seven pilot RDP indicators, get their year-on-year percent change within the planning period, and download the data in tabular or chart form. The System was deployed in NEDA-CAR's intranet portal and will be deployed in the Cordillera NEDA-RDC website once it has been pilot-tested, refined, and data on a significant number of RDP indicators have been collected and encoded into the System. To help ensure the sustainability of the System, a protocol for data collection, use and management was developed. An internal memorandum was also signed by the NEDA-CAR Regional Director enjoining the NEDA-CAR staff to access the System, comment and give suggestions to improve it, and sustain the collection of data on the RDP indicators and encoded into the System.
