Project Disiplinis is a Re-Entry Project (ReP) which aims to empower the households, communities and barangays with the end view of forming a local dynamism that will sustain and maintain the present status of the esteros, creeks and rivers rehabilitated by the Pasig Rive Rehabilitation Commission (PRRC). Project Disiplinis (Disiplina sa Paglilinis) brought together the PRRC, Metro Manila Development Authority (MMDA) and the Local Government Unit (LGU) where the estero is situated do a reward and punishment system in counter-acting the problem of indiscriminate throwing of garbage on canals, esteros and creeks. The LGU concerned provided baseline data on the solid waste management system of the area and stimulated its constituents to consistently and conscientiously participate in the program while PPRC conducted information dissemination, train the target LGU and households and incentivize the complying households and barangays. MMDA on the other hand, apprehended and penalized violators by way of fine and penalty stipulated in the Republic Act 9003 or the Ecoological Solid Waste Management Act of 2000 and demanded community service from the apprehended individuals. The Problem If there is equal effort coming from the community and LGU where the esteros and creeks are situated, the rehabilitation projects being done by PRRC can be sustained and maintained. However, there is minimal or no support at all from among households and communities. Below are the problems Project Disiplinas wanted to address : 1. PRRC's aggressive rehabilitation of esteros and creeks needs to be matched stakeholders especially those residing in the project sites. 2. Low sustainability, involvement and participation of the community in the river rehabilitation and clean-up activities. 3. Waste segregation at source is not being practiced. 4. Lack of support from barangay in terms of clear solid waste management plan and promulgation of local ordinances that will abate indiscriminate garbage dumping What did Project Disiplinis do? The proponent conceptualized a complete framework which guided the Project Management Team (PMT) in implementation so that a sustainable and pro-active result was obtained. Pilot scale implementation of Project Disiplinis was done on the two (2) esteros rehabilitated PRRC in Manila namely Estero de Aviles and Estero de San Miguel. Strategic activities undertaken were : 1) Census and Mapping, 2) Clustering Scheme and Assigning Cluster Leaders, 3) IEC Campaigns and Institutionalized Solid Waste Management Systems, 4) Provisions of Incentives and Recognition and 5) Law Enforcement and Compliance. Results Project Disiplinis implementation in the four (4) barangays namely Barangays 389, 637, 638 and 640 yielded visible results that could be replicated in the remaining households in the entire barangay. The following were the accomplishments : 1. Barangay/Cluster Solid Waste Management Action Plan - Barangay 389, 637, 638, 639 and 641 were able to draw Project Disiplinis Action Plan. The Project Disiplinis was able to strengthened and intensified the Barangay Ecological Solid Waste Management (BESWM) system which is stipulated in Republic Act 9003. 2. 100 % Segregation Efficiency - Thru campaigns and regular visitation, the families have achieved a 100% segregation efficiency. These families are the first lines of defense in estero protection and preservation. 3. Eight (8) regular clean-up activities were conducted by the cluster/blocks maintaining cleanliness and pride on their areas of responsibilities. Most of the cluster/households clean their front yards and beautify them by planting plants and ornaments. Clean-up activities like "TapaKo, Linis Ko" scheme is the first step towards attaining self-sufficiency and sustainability. 4. Seven (7) Information, Education and Communication (IEC) materials were prepared and 10 time weekly house-to-campaigns were conducted by the Project Management Team (PMT). Participating households were given Disiplinis tag which was displayed on a visible portion outside their house. 5. Three (3) Seminar-Workshops were conducted by the Project Management Team namely: a) Orientation Seminar of Solid Waste Management and MRF Operations for PMT, Community Organizers and River Warriors was held last November 8, 2013 at San Beda College. b) Project Disiplinis Plannign Workshop held last January 18, 2014 at San Beda College attended by 30 participants composing of barangay captains, councilors, community organizers, cluster leaders and households. c) Waste Evaluation, Classification and Segregation (WECS) Seminar-Workshop conducted last February 22,2014 at Bgy. 640 Barangay Hall and attended by 30 participants. Ultimately, we could that we have adhered to President Benigno S. Aquino III's call on Social Reform Agenda on Sustainable Environment and Climate Change Adaptation and Mitigation that would lead to a free, sustainable and clean surroundings benefiting our children's future.
