This paper examines issues and concerns lifted from various congresses and fora conducted by the Cooperative Development Authority (CDA) in partnership with tertiary cooperatives, National Government Agencies (NGAs) and Local Government Units (LGUs) as part of the Philippine Cooperative Centennial Celebration (1915-2015). The issues and concerns identified are: Cooperatives: A Mis-Construed Entity; Pro-longed Period of Regulatory Procedures; Repetition and/or Duplication of Documentary Requirements; Contracting Issuance of various Regulatory Bodies; and Inter-connectivity Problems (System Linkage). The proposed solution includes possible options to harmonize various regulations being imposed by various regulators to cooperatives by utilizing partnership between the government and private sector particularly on supervision and examination of cooperatives. Connectivity among regulators accredited by the CDA wherein on-line training and submission of reports will be facilitated through various points, sharing of reliable information, posting of issuances involving cooperatives are part of implementing the recommended option. Another component of the option is the establishment of a Cooperative Institute to institutionalize and/or professionalize management of cooperatives. Finally, to support the program on "Ease-in-Doing Business," minimizing bureaucratic requirements and processes.
