Anchored on the social contract to the Filipino people and its desire to promote the fundamentals of good governance and harmonize efforts of the national government and agencies under the executive department, the past administration has issued Executive Order No. 43 on May 13, 2011 that reorganized cabinet clusters that will serve as a venue and mechanism for coordination, harmonization, complementation, and synergy among the Departments and other government instrumentalities with the main purpose of attaining national development goals and objectives, as disaggregated into annual performance targets. As a result, in the same year, the national government through the Human Development and Poverty Reduction Cluster (HDPRC) introduced the Bottom-up Budgeting (BuB) as strategy in addressing causes of poverty at the grassroots level and will therefore contribute to the attainment of inclusive growth and poverty reduction. In its 3-year implementation period in the province, various issues and concerns were encountered by LGUs and participating agencies that caused delay in the implementation of subprojects. As a matter of fact, there are still 2014 and 2015 projects remain unimplemented as of to date due to the failure of concerned agencies and LGUs comply all the needed requirements. As presented in this ReP, these issues and concerns need to be addressed by all agencies of the government involved in the implementation of BuB in partnership with LGUs, civil society and other stakeholders to make the implementation of BuB and related undertakings in the future more responsive. The delayed implementation of projects is a delayed service delivery that hinders growth and development of all sectors of the society. Addressing the causes of delay by eliminating bottlenecks of implementation will make BuB more meaningful and responsive to the needs of the community especially the disadvantaged. Undoubtedly policy reform is very timely in order to make this effort more effective. As part of the Department of the Interior and Local Government (DILG) that is tasked to monitor the successful implementation of the BuB at the grassroots level, the scholar has facilitated the implementation of a Re-entry Project (ReP) that seeks to evaluate the efficiency and effectiveness of the program as poverty alleviation effort and fiscal reform initiative of the previous administration through the institutionalization of outcome-based monitoring and evaluation system and further identify possible areas for improvement by addressing performance gaps through the introduction of responsive policy interventions. Using the assessment tools formulated and administering the same through various means such as: document and policy analysis, focus group discussions, random interviews and project site validations; issues and concerns related to BuB program implementation in the province particularly on the extent of CSO participation in the program implementation as well as in the identification of projects during the planning process and bottlenecks that caused delays in subproject implementation were clearly defined. Documentation of various projects implemented by target LGUs were also undertaken by the scholar to determine best practices employed by these local governments that contributed to the successful project implementation at their level. Data obtained during the conduct of assessment were used by the scholar and his ReP Team in crafting the policy paper that will help not only the DILG but all other agencies involved in the implementation of BuB in formulating responsive policy interventions in the future. Though its implementation for succeeding years was already disregarded by the present administration, the scholar is very optimistic that his findings and recommendations can still be used by the department and other agencies in future undertakings considering the LGUs have already institutionalized the bottom-up budgeting approach and recognized it as an effective strategy in preparing development plans, it is strongly suggested that approaches and strategies BuB program has introduced should be adopted in the implementation of ADM instead of designing new strategies or approached with uncertainties.
