Empowered strategic planning and visioning of the Philippine Nuclear Research Institute-DOST Phase 1 / Efren J. Sta. Maria. - 113 leaves : illustrations

The Philippine Nuclear Institute (PNRI) is one attached agency of the Department of Science and Technology (DOST). It is the only research and development institute (RDI) of DOST mandated to promote and regulate the peaceful uses of nuclear science and technology in the Philippines. DOST presented the Harmonized National Research and Development Agenda (HNRDA) 2017-2022 during the 2nd National Research and Development Conference on February 15, 2017 at the Manila Hotel. This HNRDA was anchored to the Ambisyon Natin 2040 theme of "Malasakit, Pagbabago at Kaunlaran". In addition, the National Economic Development Authority Board officially approved the Philippine Development Plan 2017-2022 on February 20, 2017 at Malacanan Palace. The Philippine Development Plan 2017-2022 is also linked to the national long term vision of the Filipinos called Ambisyon Nation 2040. With these new developments, it will be advantageous to the national government if all government agencies align their actions and programs towards the PDP 2017-2022 newly approved by NEDA. DOST stepped forward by advocating the HNRDA 2017-2022. It is appropriate for concerned agencies like PNRI (an attached RDI of DOST) to align its actions so that all efforts (programs, projects, and activities) will be pointing towards the same directions as national government's agenda. Aligning to the national government's agenda will indicate collaborative support towards national development. But PNRI does not yet have strategic plan and vision (including core values) that is aligned to the HNRDA 2017-2022. PNRI only has an Investment Portfolio for 2017-2022. Within this context, the scholar is proposing an initiative for an Empowered Strategic Planning and Visioning of PNRI Phase 1-Atomic Research Division (ARD). Through this Re-entry Project (ReP), the scholar intends to initiate journey towards greater empowerment of the concerned stakeholders of the PNRI (the six research sections of ARD) in the participatory planning and visioning process. The ReP was implemented at ARD, one of the five research division of PNRI. Two talks/dialogs were conducted in March 29, 2017 and April 27, 2017 as priming activities for the ReP in conjunction with the PNRI-ARD Lecture Series. Meetings/Discussions (presentations of background materials, consultations and focus group discussions) were also made with the staff of the six research sections of ARD (Agriculture, Applied Physics, Biomed, Chemistry, Health Physics, and Nuclear Materials) who were absent during the ReP priming activity last March 29, 2017. A collaborative undertaking was successfully made with the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) for sponsorship of the 2-day ARD planning workshop. PCIEERD also allowed their planning officer, Mr. Rolando A. Yanquiling, to be the ARD planning workshop facilitator. The ARD planning workshop was held at Meranti Hotel, Quezon City on July 6-7, 2017. The Workshop was participated not only by the ARD section heads and junior staff but also by representatives from other divisions (Finance and Administration Division, Technology Diffusion Division, and Nuclear Services Division) of PNRI. For the first time in the history of PNRI, a PNRI Strategy Map was crafted. The workshop outputs (PNRI strategy Map 2017-2022, PNRI vision, mission, core values, and working Balanced Scorecard) were endorsed/presented to Dr. Carlos Primo C. David, the Officer-in-Charge of PNRI. The ARD strategic planning process was documented and it is available for the succeeding planning activities of PNRI. The planning and visioning activity started in ARD and should continue in the other divisions of PNRI to have a consolidated PNRI Strategic Plan for 2017-2022. The PNRI management should take the appropriate steps towards institutionalizing a more empowering participatory stategic plannning and visioning proces of PNRI.
