The PNP Engineering Services (PNP ES) is a National Administrative Support Unit of the Philippine National Police (PNP) mandated with the function of monitoring of the PNP buildings and facilities and in the implementation, monitoring and management of the agency's infrastructure projects. Through the years, negative comments on delays and inaccurate reporting of monitoring data that results in the erroneous programming of funds for the construction, repair and rehabilitation of PNP buildings have been cropping up. There are instances that the PNP leadership falls short in providing the infrastructure needs of the PNP units on the ground because of the absence of readily available data that would give the decision makers an idea about the infrastructure needs of the PNP units. Further, the present methodology of monitoring and supervision of the ongoing infrastructure projects has been conventional such that there is a slim opportunity for validation on the accuracy of the appreciation of progress accomplishments aside from the fact that it creates a space for collusion between project inspectors and contractors, thus, defeating the government's policy on transparency, accountability and judicious utilization of resources. It is on this context that the PNP needs to institutionalize reforms and policies through the introduction of advance methodologies that would ease the job in the monitoring of existing buildings and facilities and in the monitoring and supervision of ongoing infrastructure projects. This Re-entry Project (ReP) introduced the employment of geotagging technology in the monitoring of existing buildings and facilities and the monitoring and supervision of ongoing infrastructure projects of the PNP. Geotagging is an innovative tool to enhance data input. This will provide accurate information such as the geographic location through coordinates, photographs of the building, and the date and time the photographs were taken. This will utilize Android Phone, readily available applications, Global Positioning System (GPS), Google Earth, and internet connectivity. This technology can be an initial step towards the establishment of a data base system of PNP buildings and facilities. The venue of the pilot implementation of this ReP was at Police Regional Office 8 with its Regional Headquarters located at Camp Kagleon, Palo, Leyte. The pilot implementation proved that the system is an effective tool that will enhance efficiency, transparency and promotes accountability. While the level of technology is sophisticated, the requirement in employing it is not so high. Further, this will make the PNP at apr with other entities as far as utilization of advance technology is concerned. Hence, the project is worthy of adoption on a nationwide scope.
