A Department of Health Program, the Maternal, Neonatal and Child Health and Nutrition (MNHCN) Strategy, was implemented in the Province of Romblon in 2008. The MNCHN Strategy is a tool to guide the development, implementation, and evaluation of various programs aimed at women, mothers and children, with the ultimate goals of rapidly reducing maternal and neonatal mortality in the country in line with the Millenium Development Goal. One of the components of this is the maternal neonatal service delivery network. This paper analysed the implementation of the Maternal Neonatal Service Delivery in the province of Romblon. The objectives of this paper include: 1.) To describe the implementation of the Maternal Neonatal Service Delivery Network of MNCHN Strategy in the province of Romblon; 2.) To identify issues encountered in the process of implementation of the Maternal Neonatal Service Delivery Network of MNCHN Strategy; 3.) To recommend mechanisms and programs to improve the implementation of the Maternal Neonatal Service Delivery Network of MNCHN Strategy in the province. The proponent, in order to answer the research questions, conducted document reviews of the MNCHN policies and researches. Key informant interview and survey using questionnaire targeting personnel of the seven (7) BEmONC trained facilities in the province were also conducted. Inventory of equipment and personnel were also conducted. Data from the three sources were triangulated to come up with answers to the research questions. This study showed that the facilities, the major component of the Maternal Service Delivery Network, have not fully satisfied the provisions listed in the Manual of Operation for a BEmONC facility as prescribed by the Department of Health. Limitations have been identified in the availability of staff, more specifically those that can provide 24-hour duty as well as laboratory personnel to run basic laboratory tests for pregnant woman including urinalysis, blood typing and complete blood count. Funding was limited especially in the purchase and completion of logistics needed for the fully functional BEmONC facility including laboratory equipment, medicines and supplies. Several recommendations were formulated to improve the implementation of the Maternal Neonatal Service Delivery Network in order to attain the MDG 5 target by 2015. These include provision of financial support either by the province or by the DOH to the BEmONC facilities for it to address the limitation in laboratory equipment, medicines and supplies as well as the limited personnel for the proper operation of the facility. Retraining of the local government officials in relation to the MNCHN policy should be conducted by the DOH every three years to orient new LGU officials of the policy and renew their commitment to support the program. MNCHN Strategy should be revisited in terms of identifying support the DOH can provide in terms of financial and human resources especially in an area similar to that of Romblon. Evaluation of the MNCHN Strategy in all implementing LGUs should be conducted to analyse the impact of the program to the health workers as a person or as a health care provider.
